This story over at news.com is reporting that Robert Cailliau, one of the original 'fathers of the web', is suggesting that surfing the Web should require a 'license' just like driving a car does.

Other than the complete disregard for security, privacy, and absolute loss of anonimity, this sounds like a great idea. *ahem*
